Chief Compliance Officer

Bulgarian Development Bank (BDB) is a credit institution 100%-owned by the Bulgarian state. Established in 1999 with main focus to support small and medium-sized enterprises, BDB is among the top four Bulgarian banks in terms of credit rating, rated “BBB” with a stable outlook by Fitch Ratings. It is the only Bulgarian bank that in addition to direct financing, provides resources through other credit institutions.

Currently we are looking for a seasoned professional for the position of Chief Compliance Officer. The role is responsible for implementation of Compliance and AML/CFT program and managing the full range of matters related to compliance risk assessment, STR related investigations and compliance/AML training.

Key responsibilities:

  • Еnsure compliance to relevant laws, regulation and guidelines in particular AML/CFT, KYC, FATCA and CRS and anti-bribery, as well as their implementation across the bank
  • Ensure proactive and timely identification, assessment, advice and dissemination of evolving regulatory change / practices throughout the bank
  • Maintain appropriate relationships with relevant regulators and authorities and proactively engage with them in particular connection with reporting, reviewing finding, and implementation of corrective measures to migrate any identified risks
  • Continuously assess compliance risks, reports them to the relevant bodies and recommend measures to address them
  • Conduct internal compliance reviews on client due diligence and transaction monitoring in accordance with anti-money laundering and counter-terrorist financing regulations and policies
  • Update and implement the banking group compliance policies, manuals, procedures, systems and control mechanisms in line with current compliance regulations and best practices
  • Establish, enforce and maintain effective processes (including training and development of appropriate supporting tools) to ensure that compliance policies, procedures and standards are effectively implemented across the organization and ensure corresponding appropriate communication and training
  • Provide or organize regulatory advisory to all compliance related enquires from business units related to client acceptance
  • Constantly improve the compliance team capabilities as well as the compliance culture in the organization
  • Coordinate compliance activities of the various business units to ensure timely reporting of information
  • Conduct new employee orientation trainings and testing/examinations on the Bank’s standard of business conduct, know your customer policies, anti-money laundering, anti-corruption and other compliance related topics. Develop an annual compliance training calendar in line with the Annual Compliance Risk Profile

Qualifications and expertise:

  • University degree in Law, Business, Finance or compliance related disciplines
  • Minimum 5 to 7 years of relevant experience in compliance within the Management Advisory/ Banking / Financial Services
  • Knowledge of the Bulgarian and European banking regulatory framework
  • Extensive regulatory knowledge in AML, CFT, CRS, KYC guidelines, etc.
  • Experience in performing Risk Assessment
  • Proven ability to prioritize tasks and projects by balancing the impact of risks and the cost of mitigation
  • Experience in background check such as AML/CFT screening, KYC/CDD applicants
  • Good interpersonal, influencing and networking skills
  • Ability to identify problems and issues and apply problem solving skills to provide solutions
