Instructions to municipalities, district governors and associations on the stages and documents required in connection with the signing of a tripartite contract for earmarked financing, annexes thereto, as well as for the use of funds under the National Program for Energy Efficiency of Multi-Family Residential Buildings.

All documents under the Program shall be signed by the Mayor and/or the Regional Governor of the respective municipality. Where there is an authorisation, an explicit power of attorney or order certifying the rights of the attorney to sign the specific Program document shall be submitted.
