The program is targeted at medical institutions that:

• Implement a Restructuring and Sustainable Development Plan, approved by the Ministry of Health or the relevant municipal council, containing certain criteria and financial indicators in order to achieve financial sustainability and stability.

and/or

• Have working capital needs.

and/or

• Plan to invest in improving their infrastructure and medical equipment in order to increase the volume and quality of medical services provided. The expenditure should be included in a Business Program submitted to the Minister of Health or the relevant municipal council, within the meaning of "Ordinance No. 5" of 17 June 2019.
