These rules and procedures regulate:

1. The procedure for planning the needs for contracting services related to financial instruments;
2. The preparation and organization for conducting procedures for contracting services;
3. The conduct of procedures for contracting services;
4. The conclusion of service contracts;
5. The appeal of procedures for selecting a contractor;
6. The procedure for exercising control over the implementation of the contracted services and the acceptance of their results;
7. The procedure for compiling and storing documents (files) related to the contracted services;
8. The creation and maintenance of statements published on the website of the Bulgarian Development Bank JSC (the Bank, BDB).

The internal rules aim to:

1. Ensure publicity, transparency, free and fair competition, equal treatment of participants, and the prevention of discrimination in the selection of contractors in the published and announced procedures;
2. Increase economy, efficiency, and effectiveness in the use of allocated funds;
3. Establish internal organization and coordination between the actions of employees and units involved in the process of planning, preparation, contracting, and monitoring the implementation of service contracts and framework agreements.
