BDB Completes Contracting of National Recovery and Resilience Plan Renovation Funds on Schedule
630 residential buildings in more than 100 municipalities to be renovated
The Bulgarian Development Bank (BDB) has completed, within the set deadline, the contracting of projects for the energy renovation of multi-family residential buildings under Bulgaria’s National Recovery and Resilience Plan (RRP). As a result, 630 residential buildings, with a total gross floor area of nearly 1.3 million sq. m, across more than 100 municipalities in the country will be renovated.
The funding covers 100% of the eligible costs for the energy renovation of the approved buildings. The investment will have a direct impact on energy efficiency, household expenses and the quality of life of thousands of Bulgarian families.
The total financial resource managed by the Bulgarian Development Bank under the investment amounts to EUR 332.5 million. Initially, by a decision of the government, the Bank was entrusted with the management of EUR 246.6 million under the scheme. In August, following the amendment of the Recovery and Resilience Plan, the available funding was increased by a further EUR 85.9 million.
In 2026, BDB took over the management of Investment C4.I9 “Subsidy Scheme for the Renovation of Residential Buildings” by a decree of the Council of Ministers, following approval by the European Commission. For the implementation of the investment, the project proposals under Stage I and Stage II, as well as the reserve list, were transferred to the Bank by the Ministry of Regional Development and Public Works.
This enabled Bulgaria to retain the RRP funding allocated for the energy renovation of multi-family residential buildings, while meeting the 31 August deadline for concluding the financing agreements.
BDB organised its work under an accelerated schedule in order to complete the review, evaluation and contracting of the projects within the tight timeframe.
The main objective of the investment is to significantly reduce energy consumption and household expenses, improve the energy performance of the residential building stock, and provide better living conditions and greater comfort for residents.
