29.05.2023 Almost BGN 2 billion has been paid out by BDB under the National Programme for Energy Efficiency
BGN 1,954,078,131 was paid by the Bulgarian Development Bank under the National Programme for Energy Efficiency of Multi-Family Residential Buildings. The number of renovation requests received from owners' associations was 5,333, and the contracts signed by BDB – 2,597.
The programme started in 2015 with a decree of the Council of Ministers and the first targeted funding agreement was signed on February 12. Since then, 171 municipalities in the country have acquired a new appearance, with 1,957 renovated buildings with a total area of 11,068,222 square meters. The largest number of renovated residential spaces is in Burgas (236), followed by Blagoevgrad (189), Haskovo (169) and Plovdiv (149).
Among the goals set for the implementation of the programme are improved housing infrastructure, a change in the appearance of cities, lower costs for households and a cleaner environment through reduced greenhouse gas emissions. This is also among the priorities of BDB, which strives to support the green transition of the Bulgarian economy.
In the implementation of the National Programme for Energy Efficiency, the Bulgarian Development Bank has the role of a paying agent. To support its implementation, BDB attracted financial resources from international financial institutions – partners of the bank. So far, the funds paid to BDB by the state for renovation of multi-family buildings amount to BGN 1,933,019,067.
At the moment, the Ministry of Regional Development and Public Works (MRDPW) has submitted for public discussion some changes to Decree No. 18 of the Council of Ministers of 2015, by which the programme was adopted. They provide for compliance with the financial limit and implementation within the framework of the approved budget and are published in the Portal for Public Consultation and on the website of MRDPW in the “Draft Regulations” section.
