Establishment of the Investment Committee

The Investment Committee was established on 9 June 2026 following a procedure for the selection of its members. Throughout the selection process, safeguards were put in place to ensure freedom from external interference, operational independence, and decision-making based solely on objectivity and impartiality.

The Committee plays a key role in the management of the scheme by ensuring an independent, transparent and objective decision-making process in relation to the evaluation, ranking and approval of project proposals for the energy renovation of multi-family residential buildings.

Establishment of the Evaluation Committee

The Evaluation Committee was established on 4 June 2026 to carry out:

- Verification of eligibility and compliance with the application requirements under Procedure 4.023 “Support for Sustainable Energy Renovation of the Residential Building Stock – Stage I” and Procedure 4.024 “Support for Sustainable Energy Renovation of the Residential Building Stock – Stage II” for project proposals included in Annex No. 1 to Council of Ministers Decree No. 22 of 29 January 2026, for which financing agreements with the Ministry of Regional Development and Public Works (MRDPW) had been concluded by the date on which Council of Ministers Decree No. 22/2026 entered into force;
- Assessment of administrative eligibility and quality, and ranking of project proposals included in Annex No. 1 pursuant to Article 3(1) of Council of Ministers Decree No. 22/2026, for which no financing agreements with the MRDPW had been concluded by the date on which Council of Ministers Decree No. 22/2026 entered into force.

The members of the Evaluation Committee were selected following the same procedure as that applied for the selection of the members of the Investment Committee.
